About this opportunity
The State of Louisiana Office of State Procurement is soliciting bids under Invitation to Bid 3000026821 for December 2026 meat and cheese products for the Department of Corrections' Prison Enterprises-Wakefield facility, with bids due November 5, 2026 at 10:00 a.m. Central Standard Time. Louisiana preference provisions apply to bidders whose workforce is at least 50% Louisiana residents, allowing preferences of up to 10% for Louisiana products and up to 7% for further-processed Louisiana products.
The solicitation covers 35 line items, with quantities from 600 pounds to 80,000 pounds, spanning chicken, turkey, beef, pork, processed meats, pollock, and cheese. Lines 1 and 33 cover chicken leg quarters, livers, and gizzards, and lines 2 and 34 cheese products are awarded on a grouped basis to the overall lowest responsive bidder. Other line items are awarded individually to the lowest responsive, responsible bidder. Poultry must come from disease-free birds, arrive solidly frozen and blast frozen at delivery with ice pack parts no higher than 10 degrees Fahrenheit on truck arrival, and ship in plastic-lined boxes on non-throwaway 40-by-48-inch pallets. Products must be processed within 90 days of delivery, or within 120 days for pollock (item 16). All products must meet USDA and FDA labeling requirements and Louisiana Department of Agriculture and Forestry grading and certification mandates.
Delivery to the Wakefield facility must occur on or before December 3, 2026, Monday through Thursday from 7:00 a.m. to 1:00 p.m. Central Time, in refrigerated trucks, with appointments scheduled 24 hours in advance through the Wakefield plant manager. Prices must be complete unit prices including freight, inside delivery, unpacking, and debris removal. Attachment A states bids must remain firm for a minimum of 60 days, while the ITB states 30 days from submission. The contract includes two additional 12-month renewal periods at the same prices, for a maximum term of 36 months, and the State may terminate if legislative appropriations are insufficient. Payment occurs on a unit price basis through the LaCarte Procurement Card for purchases of $5,000 and under or through Electronic Funds Transfer, with separate invoices per delivery and payment due within 30 days of receipt of a properly executed invoice or delivery, whichever is later.
Bidders on contracts of $25,000 or more must certify they are not suspended or debarred by the General Services Administration, comply with E-Verify, and, for corporations and limited liability companies, be registered and in good standing with the Louisiana Secretary of State. Vendors must register in the LaGov system and may submit bids through the LaGov portal or deliver them to the Office of State Procurement at 1201 North Third Street, Baton Rouge. Successful vendors must retain records for five years after final payment, subject to audit by the State Legislative Auditor, federal auditors, and internal auditors.
