About this opportunity

The State of Minnesota is requesting proposals for Death Audit Services through the SWIFT Supplier Portal, with proposals due September 14, 2026, at 3:00 p.m. Central Time. Questions are due September 2, 2026, at 3:00 p.m. Central Time to Elizabeth Huebner at Elizabeth.Huebner@state.mn.us. Minnesota-based small businesses and vendors meeting diversity and inclusion criteria are encouraged to apply and may qualify for the State's Small Business Procurement Program; preference points up to 120 are available for eligible targeted group, economically disadvantaged, veteran-owned, and DEED/DHS providers.

The contractor will provide death audit services to the Minnesota Teachers Retirement Association (TRA) and Public Employees Retirement Association (PERA), identifying probable and exact match deaths among approximately 96,000 TRA active recipients, 183,000 PERA active recipients, 70,000 TRA inactive members, and 205,000 PERA inactive members. Services include standard and verified death audit solutions using comprehensive databases covering all fifty states, the District of Columbia, and U.S. territories, sourced from Social Security Administration data and state vital statistics. Deliverables include weekly Death Match Search Reports by Monday 6:00 a.m. Central Time, single-record ad hoc searches within one business day, list-run searches within five business days, and annual training for State administrators and end users. The contractor must maintain a minimum of five years' death audit services experience, implement employee background checks, comply with NIST Cybersecurity Framework and NIST SP 800 series standards, and maintain Commercial General Liability and Professional Liability insurance of $2 million per occurrence and $2 million per claim. All data storage and processing must occur within United States borders. The contractor must sign both TRA and PERA Data Security and Confidentiality Agreements and submit SOC 1 Type 1 and SOC 2 Type 2 reports, cybersecurity attestation, and completion of the PERA Vendor Risk Assessment Questionnaire prior to award.

The estimated annual contract value is $135,000 to $150,000, not binding as minimum or maximum. The contract term runs from December 2026 through November 2028, with options to extend up to three additional years in State-determined increments. Evaluation occurs in three phases: Phase 1 assesses responsiveness and pass/fail requirements; Phase 2 evaluates responses across seven criteria totaling 1,000 points plus preference points; Phase 3 selects finalists based on best value. Evaluation and selection are anticipated by the end of October 2026.
