About this opportunity

The Alabama Department of Conservation and Natural Resources, State Lands Division is soliciting bids on aggregate materials for the Meadows Tract under an ITB, with bids due August 10, 2026, through the Alabamabuys portal. Award will be made on an all-or-none basis to the lowest responsible bidder.

The scope involves aggregate materials meeting detailed specifications for quality, gradation, composition, and testing standards as defined in the attached specifications document. Bidders must review all tabs within the sourcing project, enter bid amounts on the item grid, validate submissions, and complete all required documentation.

Supplier qualification requirements include submission of E-Verify documentation and the State of Alabama Vendor Disclosure Statement. E-Verify compliance is mandatory if the contractor employs one or more employees within Alabama; failure to provide verification prior to award results in bid rejection. Suppliers must also certify non-participation in boycotts of jurisdictions with which the state can enjoy open trade and compliance with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act regarding immigration law compliance.

Bids must be submitted in writing prior to the close date; hard-copy submissions require an authorized signature in ink on the manual response information form. Questions are due by 3:00 p.m. on August 4, 2026. The State reserves the right to request written proof of qualifications after bid opening, including manufacturer's reseller authorization, professional licenses, and certificates of insurance. Payment terms are net 30 days in arrears following invoice receipt. The contractor assumes full liability and indemnification for actions of its agents, employees, officers, partners, and subcontractors, except claims arising solely from the fault of the State. Limitations of liability do not apply to injuries to persons or property damage. Contracts may be canceled by the Chief Procurement Officer with 72 hours' written notice or immediately in circumstances involving threats to public health, welfare, or safety.
