About this opportunity

The state of New Mexico, specifically through the Office of the Superintendent of Insurance (OSI) and San Juan County, is seeking actuarial and consulting services with a primary focus on health insurance rate review and regulatory support. The procurement involves a dashboard programming contract with multiple key deliverables, including providing actuarial consulting for health and life insurance lines, conducting rate reviews, preparing training materials, drafting regulatory rules, and analyzing industry data. Required services encompass comprehensive policy advice on state and national health insurance matters, legislative consultation, and examination of prescription drug product prices and their impact on healthcare premiums. The contract opportunity is identified as State Local Contract Opportunity ID 673f320212146c4feb0cb2ba, with a posted date of November 20, 2024, and a submission deadline of December 20, 2024. Notably, the primary vendor appears to be IBIS Actuarial Consulting, LLC, which has been identified as a sole source provider based on their extensive regulatory experience and deep understanding of New Mexico's insurance landscape.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned, the procurement documents suggest a highly specialized service requiring extensive actuarial expertise. The contract appears to be targeting firms with senior-level actuarial experience, particularly those with regulatory health insurance background. The estimated contract value is not definitively stated, but the sole source justification document indicates a one-year contract term from December 31, 2024, to December 30, 2025. Existing infrastructure includes complex Excel-based dashboards and performance management workbooks, particularly for Water/Waste Water Operations and Maintenance tracking. The current incumbent, Cornerstone Business Solutions, LLC, has developed proprietary dashboard programming with intricate VBA-activated MS Excel macros, which suggests potential technology integration challenges for new vendors. The procurement appears focused on continuity of specialized actuarial and technical consulting services critical to New Mexico's insurance regulatory framework.
