About this opportunity
The State of Delaware, Division of Facilities Management is soliciting sealed bids for interior signage, audio visual systems, structured cabling, and final cleaning services for the Customs House Renovation and Addition project (Contract No. MJ0217000003-BP5) at 516 North King Street, Wilmington, Delaware, with bids due September 2, 2026 at 1:00 PM through the Bonfire Portal. Attendance at a mandatory pre-bid meeting on August 18, 2026 at 2:00 PM at the EDiS Office in Wilmington is a condition of bid eligibility.
Delaware prevailing wage requirements under Delaware Code Title 29, Chapter 69 apply; weekly sworn payroll documentation is mandatory. The State Court Administrator has restricted public access to project plans under Delaware Code Title 29, Section 10002(o)(17)(a) citing public safety concerns. Qualified vendors must obtain contract documents through a controlled process by contacting Tevebaugh Architecture at 2 Mill Road, Suite 210, Wilmington, Delaware 19806, (302) 984-1400, or blenihan@tevebaugh.com, and must acknowledge receipt.
The project encompasses a phased construction effort with previous bid packages issued since October 2023. This Bid Pack 5 focuses on the four identified trades within a larger scope including structural, mechanical, electrical, plumbing, fire protection, and technology systems. Construction management requires biweekly coordination meetings, pre-installation meetings at least two weeks before work commencement, a Critical Path Method schedule with no single activity exceeding 20 days unless approved, and use of the Building Blok web-based project management system for all document transmission. Daily reports are due by 9:00 AM the next workday; weekly photographic documentation (20 images) is required. Substantial completion is targeted for phases throughout 2026 with final completion in early 2027. The Construction Manager may require acceleration of work at the Contractor's expense if delays exceed five calendar days, or may perform work itself and backcharge the responsible contractor if delays exceed ten calendar days.
Bid security of ten percent of the total bid amount plus additive alternates, and performance and payment bonds each equal to 100 percent of contract price, are required within twenty days of award. A five-thousand-dollar contingency allowance is included in the base bid. Bidders must submit a completed subcontractor list (one primary per trade), affidavits of contractor qualifications and craft training compliance, a non-collusion statement, and a drug testing program affidavit. Contract award is to be made within thirty days of bid opening to the lowest responsive and responsible bidder. Public bid opening and reading occur at 2:00 PM September 2, 2026 at the Haslet Armory, 122 Martin Luther King Boulevard South, Dover, Delaware 19901.
