About this opportunity
The Village of Addison Purchasing Department is requesting sealed bids for cured-in-place pipe (CIPP) services covering approximately 3,460 lineal feet of 12-inch sanitary sewer reconstruction across 15 designated locations on S. Harvard and S. Yale streets, with bids due July 20, 2026 at 10:15 a.m. at Addison Village Hall. A mandatory site visit is required of all bidders. The scope is a complete turn-key project including sewer-line cleaning, root cutting as necessary, and CIPP installation via resin-impregnated flexible felt tube insertion, inversion expansion, and resin curing to form a joint-less structural pipe. The work encompasses approximately 20 lateral service connection reconnections to be completed without additional payment. All materials, labor, and equipment are provided by the contractor under a not-to-exceed bid price. Substantial completion is required by December 1, 2026.
Work must comply with ASTM, NASSCO, and AWWA standards, including product testing, field sampling, curing procedures, and closed-circuit television post-installation inspection. The contractor must obtain a Performance Bond and Labor/Material Payment Bond if the contract sum exceeds $150,000; maintain commercial general liability insurance at $1,000,000 per occurrence and $2,000,000 aggregate; carry $1,000,000 automobile liability and statutory workers' compensation coverage; and procure an umbrella/excess policy of $1,000,000 per occurrence. Payment is made monthly based on work completed, with 10% retention until 50% project completion and 5% thereafter until final completion. Public opening and reading of bids occurs immediately following the 10:15 a.m. deadline.
Opportunity text
It is the intent of this specification to provide for the cleaning, root cutting (as necessary), and reconstruction of approximately 3,460 lineal feet of 12 sanitary sewer by the installation of cured-in-place pipe (CIPP). CIPP is formed by the insertion of a resinimpregnated flexible felt tube into the existing pipe. The tube is expanded in an inversion process to fit against the original conduit, and then heated to cure the resin. The finished product shall be a joint-less, structural pipe that is formed to the existing pipe. All materials, labor, and equipment shall be provided by the successful bidder, through this not-to-exceed bid price, to provide a complete turn-key project.
