About this opportunity

The City of Fullerton Department of Public Works is establishing a qualified-contractor roster for on-call public works projects with individual contract values not exceeding $220,000, with continuous open enrollment and three-year eligibility terms from fiscal year of registration.

This is a roster mechanism, not a competitive bid for a single project. Contractors apply continuously through the OpenGov Procurement portal at https://procurement.opengov.com/signup by submitting a Vendor Questionnaire; the source does not identify a single deadline, though the opportunity posting is dated July 27, 2026. Once qualified, contractors will be notified of available projects matching their licensure and expertise, with a minimum of 10 calendar days to submit informal bids.

Potential project categories span building renovations, electrical, HVAC, plumbing, roofing, painting, flooring, asphalt and concrete paving, masonry, water and sewer systems, drainage systems, pipe rehabilitation, landscape and irrigation, fencing, and traffic signing and striping.

Eligibility requires an active California Contractors State Licensing Board license and registration with the Department of Industrial Relations under Senate Bill 854. Prerequisites for contract award include a City of Fullerton business license, W-9 form submission, and proof of insurance per the Standard Insurance Requirements attachment. All projects are subject to California prevailing wage laws (Labor Code sections 1770, 1773, 1773.1, 1771, 1774, 1775, 1776, 1777.5, 1813, and 1815); contractors selected for award must submit certified payroll documentation. The City reserves the right to impose Performance Bonds and Labor and Materials Bonds for specific projects and to qualify contractors based on project-specific criteria. Registered contractors remain eligible for three years from registration date and must reapply thereafter. No contract award is guaranteed to any roster contractor.
