About this file
This is a Request for On-Call Qualified Contractors notice issued by the City of Fullerton Department of Public Works for fiscal year 2026-2027 and onward. The City is establishing a list of qualified contractors to perform public works projects with contract values not exceeding $220,000. Potential projects encompass a broad range of services including building renovations, electrical work, HVAC, plumbing, roofing, painting, flooring, asphalt and concrete paving, masonry, water and sewer systems, drainage systems, pipe rehabilitation, landscape and irrigation, fencing, and traffic signing and striping. Contractors interested in being included on the qualified list must submit a Vendor Questionnaire electronically through the OpenGov Procurement portal at https://procurement.opengov.com/signup. The City does not specify a single deadline; rather, contractors may apply at any time to be added to the list. Once qualified contractors are registered, the City will notify them of available projects based on their areas of licensure and expertise, providing a minimum of 10 calendar days for bid responses.
Contractors selected for the qualified list will remain eligible for three years from their fiscal year of registration, after which they must reapply to maintain eligibility. Prerequisites for contract award include obtaining a City of Fullerton business license, submitting a W-9 form, and providing proof of insurance as outlined in the Standard Insurance Requirements attachment. Contractors must maintain active licenses from the Contractors State Licensing Board and be registered with the Department of Industrial Relations under Senate Bill 854 requirements. The City is subject to prevailing wage laws under California Labor Code sections 1770, 1773, 1773.1, 1771, 1774, 1775, 1776, 1777.5, 1813, and 1815, with prevailing wage requirements applying when contractors are awarded specific projects and invoices requiring copies of certified payroll. The City reserves the right to require Performance Bonds and Labor and Materials Bonds for specific projects and to determine qualified contractors based on project-specific criteria. No guarantee of contract award is provided to any contractor on the qualified list.
