About this opportunity

The Dormitory Authority of the State of New York (DASNY) is soliciting Expressions of Interest on behalf of CUNY Queens College for a campus-wide ADA facilities upgrade project (Phase 3) involving restroom renovations, with EOI responses due September 11, 2026 at 2:00 p.m. The project is subject to a Project Labor Agreement (PLA) that all subcontractors must execute, a decision-gate for union-affiliated and non-union firms.

The scope covers renovation of existing restrooms across six campus buildings — Kiely Hall (3rd floor), Rosenthal Library (1st, 3rd, and 5th floors), Student Union (1st and 2nd floors), I Building (1st and 2nd floors), Dining Hall, and Colden Auditorium — including Men's, Women's, Gender Neutral, and Ablution Rooms. Architectural modifications are required to achieve ADA compliance; janitors' closets near toilet rooms have been altered to accommodate renovation work.

The estimated construction cost range is $8.636 million to $9.3 million. The work is performed at Queens College, 66-40 Kissena Boulevard, Flushing, New York.

MBE participation goal is 18 percent, WBE goal is 12 percent, Service-Disabled Veteran Owned Business goal is 6 percent, and Equal Employment Opportunity workforce participation goal is 45 percent.

Respondents must submit comprehensive EOI packages including company profile, minimum five years of project experience with similar projects, project schedules, safety programs, resumes of key personnel, potential subcontractors, current workload analysis, Experience Modification Rating documentation, bonding-capacity letters, and New York State Vendor Responsibility Questionnaire. Firms must comply with New York State business registration and obtain applicable professional engineering certifications. Qualified contractors selected from the EOI phase will be invited to submit formal bids in the near future.
