About this opportunity
The Dormitory Authority of the State of New York (DASNY) is soliciting Statements of Qualifications from Construction Managers to deliver preconstruction services, construction management, and construction implementation for the City University of New York Hunter College Escalator Replacement project at 695 Park Avenue, New York, using a Construction Manager-Build (CM-Build) delivery method, with proposals due September 11, 2026 at 3:00 p.m.
DASNY has established subcontracting goals of 18 percent Minority-Owned Business Enterprise (MWBE), 12 percent Women-Owned Business Enterprise (WBE), and 6 percent Service-Disabled Veteran-Owned Business (SDVOB) participation. DASNY encourages proposers to utilize partnerships, joint ventures, or similar arrangements with New York State certified MWBE or SDVOB firms.
Phase 1 encompasses replacement of eighteen escalators: sixteen runs in the West Building spanning basement to seventh floor, and two runs in the East Building spanning street level to second floor. The original escalators were installed in the 1960s. Under CM-Build delivery, the Construction Manager participates in the design phase, procures trade contracts during construction, and manages construction without a Guaranteed Maximum Price established prior to trade package bidding. Instead, a Maximum Contract Price (MCP) is submitted by the Construction Manager following procurement of trade packages.
Following receipt of SOQs, an Evaluation Committee will identify a shortlist of Construction Managers to receive a future Request for Proposal (RFP) for full project development. All proposers must comply with New York State business registration requirements and file a vendor responsibility questionnaire. Business entities providing professional engineering services must obtain a Certificate of Authorization from the New York State Education Department. Communication regarding this procurement is restricted to designated representatives Sara Miner and Lisa Willard (DownstateRFPCoordinator@dasny.org); unauthorized contact with other DASNY personnel may disqualify proposers and affect future procurements with New York State governmental entities.
Opportunity text
The Dormitory Authority of the State of New York (DASNY) is seeking proposals from Construction Managers capable of providing preconstruction services during design, construction management, and construction implementation for City University of New York Hunter College Escalator Replacement project located at 695 Park Avenue, New York, NY 10065 (the Project) using a Construction Manager-Build (CM-Build) project delivery method. A CM-Build project delivery method is similar to a Construction Manager-at-Risk project delivery method, in that the Construction Manager is involved during the design phase of the project, procures the construction phase trade contracts, and manages the construction phase of the project. However, in a CM-Build delivery method, a Guaranteed Maximum Price is not provided prior to bidding the trade packages, rather a Maximum Contract Price (MCP) is established after the Construction Manager procures the trade packages. The CM-Build Contractor is a Construction Manager who will contract with DASNY to submit an MCP. Following receipt of the submitted SOQs, an established Evaluation Committee will then identify a shortlist of Construction Managers that will continue with the development process for the Project. The shortlisted Construction Manager will be provided with a future Request for Proposal (RFP) for the overall Project on which to fully develop a response to the RFP. The project involves Phase 1 of a comprehensive escalator replacement program in the West and East buildings at the colleges main campus; the original escalators were installed in the 1960s. The intent is to prioritize the replacement of the most critical escalators which include sixteen (16) escalator runs in the West Building from the basement level to the 7th floor, and two (2) escalator runs from the street level to the second-floor level in the East building for a total of eighteen (18) escalators
