About this opportunity
The Iowa Department of Natural Resources is conducting a competitive quotation procurement for culvert lining rehabilitation at Viking Lake State Park's silt pond dam culvert located under the campground road in Montgomery County, Iowa. The scope of work involves installing liners in approximately 132 feet of 48-inch horizontal corrugated metal pipe (CMP) and 10 feet of 60-inch vertical riser inlet CMP using cured-in-place culvert lining, carrier pipe lining with injection grouting, or other approved methods. Additional deliverables include cleaning and preparing culverts, filling annular voids, performing excavation and dewatering as necessary, grouting scour voids, harvesting and placing erosion stone, installing floating silt curtains, and removing and reinstalling anti-vortex panels and railings. Successful contractors must demonstrate the ability to visit the site and inspect project conditions prior to bidding, verify actual locations and elevations with the DNR Engineer, obtain appropriate disposal sites for excess material, protect existing grass and trees outside construction limits, maintain surface drainage, and install and maintain erosion control features daily. The bid closing date is February 26, 2026, at 3:00 PM, with proposals submitted electronically to constructionbids@dnr.iowa.gov, and work unable to commence until September 8, 2026, with a project completion deadline of October 30, 2026. Work restrictions include no activity from noon Friday to sunrise Monday during September to avoid peak camping periods and no work from October 2-13 due to the campground Halloween festival. Interested bidders should contact project manager Zach Gunsolley at 515-250-3713 or zach.gunsolley@dnr.iowa.gov to request complete bid package documentation and the proposal form.
The procurement does not identify any set-aside designations or restrictions limiting participation to specific types of organizations or disadvantaged enterprises. No incumbent vendors or current contractors are listed in the solicitation documents. The contract will be awarded on a unit price basis with final payment determined by actual units incorporated into the work, subject to estimated quantities provided, though specific budget ranges or award values are not disclosed in the procurement materials. A Performance Bond equal to 100 percent of the contract price is required for contracts valued at $25,000 or more, and the contractor must maintain liability and property damage insurance with minimum coverage of $250,000 per person and $500,000 per occurrence. The contractor is responsible for obtaining a NPDES Stormwater Discharge Permit (DNR General Permit No. 2) for construction operations. The successful bidder will receive notification via award letter and contract documents following the bid closing, with the proposal remaining valid for 45 days from the submission deadline, subject to liquidated damages of $1,000 per calendar day for work remaining uncompleted after the October 30, 2026 deadline, and a one-year warranty period from final acceptance.
