About this file
This document is a set of construction plans prepared by the Iowa Department of Natural Resources Engineering Section for a culvert repair project at Viking Lake State Park in Montgomery County, Iowa. The project involves culvert lining rehabilitation of the silt pond dam culvert located under the campground road. The scope of work includes installing liners in approximately 132 feet of 48-inch horizontal corrugated metal pipe (CMP) and 10 feet of 60-inch vertical riser inlet CMP using cured-in-place culvert lining, carrier pipe lining with injection grouting, or other approved methods. Additional work includes cleaning and prepping the culverts, filling annular voids, excavation and dewatering as necessary, grouting scour voids, harvesting and placing erosion stone, installing floating silt curtains, and removing and reinstalling anti-vortex panels and railings. The bid closing date is February 26, 2026, at 3:00 PM, with work unable to commence until September 8, 2026. Work restrictions include no activity from noon Friday to sunrise Monday during September to avoid peak camping periods and no work from October 2–13 due to the campground Halloween festival. Contractors are required to visit the site and inspect project conditions prior to bidding.
The plans specify that bids must be submitted electronically and in accordance with General Information and Instructions to Bidders requirements. Contractors are responsible for verifying actual locations and elevations with the DNR Engineer, obtaining disposal sites for excess material, protecting existing grass and trees outside construction limits, maintaining surface drainage, and installing and maintaining erosion control features daily. Equipment damage to roads, culverts, campgrounds, or other assets must be repaired by the contractor at its own expense. Interested bidders should contact Zach Gunsolley, the project manager, at 515-250-3713 or zach.gunsolley@dnr.iowa.gov to request the complete bid package documentation and proposal form.

Failure to visit the project site shall not relieve the contractor from performing the work in accordance to the plans, specification, special provisions and contract.
4. The contractor shall verify, at the site, all dimensions and conditions shown on the plans and shall notify the DNR Engineer of any discrepancies, omissions, and/or conflicts prior to proceeding with the work.
5. It shall be the contractor’s responsibility to provide waste areas or disposal sites for excess material (excavated material or broken concrete) which is not desirable to be incorporated into the work involved on this project. No payment for overhaul will be allowed for material hauled to these sites. No material shall be placed within the right-of-way, unless specifically stated in the plans or approved by the DNR Engineer.
6. The contractor shall not disturb desirable grass areas and desirable trees outside the construction limits. The contractor will not be permitted to park or service vehicles and equipment or use these areas for storage of materials. Storage, parking and service areas will be subject to the approval of the DNR Engineer.
7. Where utilities and fixtures are shown as Existing on the plans or encountered within the construction area, it shall be the responsibility of the contractor to notify the DNR Engineer of those utilities prior to the beginning of any construction. The contractor shall be afforded access to these facilities for necessary modification of services. Underground facilities, structures and utilities have been plotted from available surveys and records and therefore their locations must be considered approximate only.
It is possible there may be others, the existence of which is presently not known or shown. It is the contractor’s responsibility to determine their existence and exact location and to avoid damage thereto. No claims for additional compensation will be allowed to the contractor for any interference or delay caused by such work.
8. The contractor shall shape graded area to maintain surface drainage. All elevations are to finish grade.
9. The contractor is expected to have materials, equipment, and labor available on a daily basis to install and maintain erosion control features on the project. This may involve seeding, silt fence, rock ditch checks, silt basins or silt dikes.
10. If equipment requires the use of the road, protect road from damage. Damage to the road, culvert, campground, or other assets shall be repaired by the contractor at the contractor’s expense. Repair methods subject to approval of Engineer.
11. Work cannot begin until September 8, 2026. This includes mobilization. No work from noon on Friday to sunrise on Monday in September to avoid peak camping. No work from October 2 to October 13 due to campground Halloween festival.
