About this opportunity
Williamson County is seeking qualified companies to provide experienced crack seal crews and equipment to clean and seal joints and cracks in asphalt pavement throughout the county, with proposals due September 1, 2026. Work must comply with Texas Department of Transportation Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges 2024, Item 712.
Each crack seal crew must consist of a minimum of seven working persons and all necessary equipment. Work is conducted Monday through Friday, excluding county-approved holidays, during daylight hours between 7:00 a.m. and 6:00 p.m., with a minimum continuous 8-hour working day (excluding lunch) contingent upon suitable weather conditions. The County will supply hot-applied crack sealant and fine aggregate for blotting. All work designated for a specific working day must be fully completed by 6:00 p.m. that same day; non-completion incurs a penalty of $500.00 per working day retained.
Payment is based on hourly rates for each individual crack seal crew, with measurement and payment only for hours when all crew members are actively working and all equipment functions satisfactorily as determined by the County Inspector. The contractor must self-perform at least 25% of the contract bid items. A payment bond will be required if subcontractors are used.
The contractor is responsible for all traffic control measures, including a minimum of two flaggers, two signs, and 28-inch cones at each work location, and must maintain a minimum of one through lane in each direction during daylight hours. All equipment must be equipped with amber warning lights and orange flags mounted appropriately. The contractor's designated representative and crew leaders must be fluent in English.
Evaluation is based on best value, considering price, bidder experience and reputation, quality of goods and services, safety record, proposed personnel, financial capabilities, and other relevant factors.
