About this opportunity

San Mateo County Department of Parks is issuing a Request for Proposals for woody debris management and tree removal services at Coyote Point Recreation Area (CPRA) located in San Mateo, California. The procurement involves the removal and management of five standing trees, one downed tree, multiple logs, and approximately thirty stumps and root balls along the Bluff Trail at the recreation area. The primary deliverables include tree removal, hauling of large woody debris, grinding of stumps and root balls, and broadcasting of wood chips according to specifications, with debris less than 16 inches to be chipped and broadcasted onto park land away from trees, trails, roads, waterways, and use areas, while larger logs unable to be chipped must be hauled to an appropriate green waste facility. All work must comply with ANSI Z133 Safety Standards, ANSI A300 Tree Care Standards, and ISA Best Management Practices, and contractors must have at minimum one International Society of Arboriculture (ISA) certified arborist on staff, comprehensive general liability insurance of $1,000,000, motor vehicle liability insurance of $1,000,000, and prevailing wage compliance for all workers. The evaluation criteria include price, project approach, and proposed schedule. Proposals must be submitted electronically via the OpenGov Procurement portal by 1:00 PM on May 6, 2026, with an anticipated contract award date of May 7, 2026, and a contract term of one month. A non-mandatory pre-proposal meeting is scheduled for May 1, 2026, at 9:00 AM at the Eucalyptus Group Picnic Area.

San Mateo County's Procurement Preference for Local Businesses and Local Non-Profits Ordinance may provide scoring advantages to qualifying entities headquartered or with principal place of business in San Mateo County, though no specific set-asides for disadvantaged enterprises are noted in the available documentation. Contractors must provide a W-9, proof of current insurance, ISA credential identification, confirmation of prevailing wage compliance, and evidence that they are not excluded from the System for Award Management (SAM). No incumbent vendors or current contractors are identified in the procurement documents, nor is there mention of required integration with existing infrastructure or technology. Pricing proposals must itemize costs for tree removals, downed tree and woody debris management, stump and root ball grinding, and logs disposal; however, no specific award values or budget ranges are provided in the available documentation.
