About this file
This is a Scope of Work document prepared by the San Mateo County Parks District for tree mitigation and woody debris management services at Coyote Point Recreation Area (CPRA) located at 1701 Coyote Point Drive, San Mateo, California. The project requires removal and management of five standing trees, one downed tree, multiple logs, and approximately thirty root balls and stumps along the Bluff Trail. Specific work includes tree removal, hauling large woody debris, grinding stumps and root balls, and broadcasting chips according to specifications. All work must comply with ANSI Z133 Safety Standards, ANSI A300 Tree Care Standards, and ISA Best Management Practices. The contractor must notify San Mateo County Parks five business days in advance to allow time for public notice, trail closures, and biological monitoring. All workers must complete annual environmental awareness training provided by SMC Parks' Natural Resource Management personnel prior to commencing work.
The woody debris management specifications require that debris less than 16 inches be chipped and broadcasted onto park land away from trees, trails, roads, waterways, and use areas, with chip height not exceeding 12 inches (preferably 6 inches). Larger logs unable to be chipped must be hauled to an appropriate green waste facility. Tree throws must be filled with soil and covered with mulch to create stable surfaces. The targeted trees consist primarily of blue gum eucalyptus (Eucalyptus globulus) with diameters of 12-24 inches and heights of 30-75 feet, located at coordinates 37.339308, -122.061848 on the Bluff Trail. The trees present significant crown dieback and pose hazards near high-use trail areas. The contractor must provide estimations of woodchip volume or weight generated on-site upon project completion, and implement soil compaction avoidance measures using traction mats, plywood, or mulch.
