About this opportunity

Pierce County, Washington is requesting bids for countywide generator maintenance and repairs services under ITB 2026-ITB-185, with bids due September 25, 2026 at 1:00 PM via the OpenGov Procurement Portal and a public bid opening via Zoom 30 minutes later. Questions are due September 17, 2026 at 4:00 PM. Bidders must be licensed Washington State contractors with at least three years of verifiable experience and comply with prevailing wage requirements under RCW 39.12.

The scope covers periodic maintenance, service, and repairs for approximately 30 county-owned generators throughout Pierce County, performed to manufacturer technical specifications. Work includes annual maintenance, load bank testing per NFPA 110 standards, oil and filter changes, fuel analysis, cooling system maintenance, and emergency repairs. The contractor must respond to service requests within 24 hours and emergency calls within two hours, maintaining service availability six days per week from 6:00 AM to 6:00 PM.

Two separate schedules comprise the contract: Schedule A covers maintenance, service, and inspection work with an estimated annual value of $450,000; Schedule B addresses repair work on a unit-price basis with an estimated initial contract amount of $200,000. Bidders must submit complete proposals for both schedules to be considered responsive. All bid costs — labor, taxes (except sales tax), insurance, bonding, background checks, and equipment — must be included in bid prices. The County does not guarantee any minimum amount of work.

The initial contract period is one year from Notice to Proceed, with an option to renew for an additional year, for a maximum total term of two years. A 5% bid bond is required for the public works repair contract and a 100% payment and performance bond for the $200,000 unit-price contract amount. Contractors must complete fingerprinting through South Sound 911 and comply with Pierce County's hot work procedures and facility background check requirements. The County reserves reciprocal preference disadvantage for nonresident contractors from states offering resident bidding preferences.
