About this opportunity
Orange County, California is requesting proposals for countywide armed security guard services under RFP-017-3034501-JC, with proposals due October 30, 2026 at 2:00 p.m. and questions due October 9, 2026 at 2:00 p.m. The central qualification filter is an active California Private Patrol Operator (PPO) license from the Bureau of Security and Investigative Services (BSIS), plus a minimum of three consecutive years of armed security guard services experience within the last five years and no license suspensions or major labor violations within three years.
The scope encompasses countywide armed security personnel for scheduled and as-needed assignments across Orange County departments, including armed supervisors and armed vehicle gate posts operating 24/7. Specialized requirements include access control, patrol services (vehicle and foot), incident response, emergency response, traffic control, report writing, and coordination with law enforcement. A subset of services involves John Wayne Airport (JWA) operations with armed and unarmed curbside traffic control, vehicle access posts, terminal security positions, and cargo gate operations. All proposed key personnel must have a minimum of five years of armed security experience, with at least two years in public sector or similar high-security environments. The contractor must provide all equipment, uniforms, communication systems, vehicles, and administrative oversight at fully burdened hourly rates with no separate billing for account management services. Contractor must comply with California labor laws, including meal and rest breaks, and implement zero-tolerance drug testing for all security personnel. Training programs covering use of force, firearms, de-escalation techniques, and report writing are required.
Evaluation uses a 100-point scale: written responses are weighted at 500 points, presentations and interviews at 400 points, and pricing at 100 points. The County does not guarantee minimum hours or service volume; all services are provided on an as-needed basis. Award is contingent upon Board of Supervisors approval, with contract terms to be negotiated with the selected respondent. Proposals must be submitted electronically via the County's eProcurement Portal and remain valid for 365 days from the closing date.
