About this opportunity
Montgomery County Department of Police Security Services Division is requesting proposals for county-wide contract security officer services across more than 200 county-owned and county-leased facilities, with proposals due September 24, 2026 at 3:00 PM EST and a pre-submission conference on August 26 at 10:00 AM EST via Microsoft Teams. An executed Labor Peace Agreement (LPA) prior to contract execution is mandatory; offerors must submit the completed Attestation for a Labor Peace Agreement (Attachment K) or face non-responsibility determination and exclusion from evaluation.
The scope covers fixed-post security operations, foot and vehicle patrols, bicycle patrols where assigned, access control screening, incident response, community event support, and specialized services including court complex security screening and Monitor Command Center support for the Sheriff's Office. Facilities include public safety buildings, administrative offices, service centers, shelters, and public-facing operational sites. Pricing must be submitted as fully burdened hourly bill rates for six labor classifications: Tier 1, Tier 2, Tier 3 (Unarmed SPO), Tier 4 (Armed SPO), Security Supervisor (MCSO Shift), and Security Supervisor (Roving/Field). All costs—labor, supervision, training, equipment, uniforms, technology systems, administrative overhead, and profit—must be embedded in hourly rates; no separate fees are permitted. The awardee must be a licensed, uniformed security services firm capable of consistent, professional security coverage across the full portfolio.
The contract term is two years with Director renewal options up to five additional one-year periods. A performance bond is required. Evaluation assigns 20 points to technical qualifications, 15 points each to cost proposal and staffing/training qualifications, 10 points each to experience/past performance, quality control/contract management, and transition plan, and 20 points combined for LBPP (Local Business Preference Program) and MFD (Minority-Owned Business) participation. The two highest-scoring proposals achieving at least 70 points advance to interviews, scored on a separate 100-point scale. Questions are due September 4, 2026 at 5:00 PM EST; contact Darrell White (technical, 240-777-6187) and Sarah McRae (procurement, 240-777-9945).
Opportunity text
The Security Services Division (SSD) of the Montgomery County Department of Police (MCPD) is responsible for the planning, coordination, and management of comprehensive physical security operations across the Countys facility portfolio, providing oversight and protection for more than 200 County-owned and County-leased buildings. A secure operating environment is essential to enabling Montgomery County Government to fulfill its mission to serve residents, employees, and visitors. To support this mission, SSD administers a multilayered security approach that includes contract security officer force management at a diverse range of government facilities - including public safety buildings, administrative offices, service centers, shelters, and public-facing operational sites - all of which require consistent, professional, and reliable security coverage. Additionally, the Sheriffs Office has contract security requirements at facilities that fall within the judicial complex and its purview. To meet these needs, the County seeks to engage a licensed, uniformed, and highly professional security services firm capable of delivering a robust, visible, and comprehensive security program. The selected Contractor must demonstrate the capacity, experience, and organizational depth to provide consistent security presence; support incident prevention and response; ensure adherence to County standards; and enhance the overall safety posture across the full spectrum of County facilities. This solicitation and resulting contract will require the awardee to have an executed Labor Peace Agreement (LPA) prior to the execution of the contract. Offerors must complete and submit with their proposal the Attestation for a Labor Peace Agreement, Attachment K. Failure to submit Attachment K will result in the offeror being non-responsible and their proposal will not be evaluated.
