About this opportunity

The Department of Veterans Affairs is soliciting bids for safety and Fire Code Act deficiency corrections at the Carl Vinson Medical Center (VAMC) in Dublin, Georgia under a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with proposals due August 21, 2026.

This procurement is restricted to SDVOSB firms under NIGP 236220 (Commercial and Institutional Building Construction). The work must be performed while the facility maintains 24/7 medical center operations, a constraint that dominates project execution and scheduling.

The base bid includes general construction, alterations, roads, walks, grading, drainage, site preparation for building operations, and demolition and removal of existing structures. The contractor must develop a Critical Path Method schedule within 45 calendar days of receiving the Notice to Proceed and submit a detailed work plan addressing phasing procedures, interim life safety measures, and milestone schedules. Deliverables include as-built drawings, photographic progress records with interactive indexing, and warranty management plans. The contractor furnishes all labor, materials, equipment, and testing; manages utility service maintenance and hazardous waste disposal (including PCB transformers and capacitors); and is responsible for equipment assembly, installation, and training of VA personnel by factory-trained manufacturer representatives.

Alternate bid items include temporary modular kitchen rental and maintenance at the loading dock throughout construction and deletion of Uniform Room relocation from Building 41 to Building 2 basement. The contractor must obtain VA security badges and comply with facility security management protocols. Performance and payment bonds are required throughout construction, and warranty work must be completed within specified priority codes and timeframes. The contractor provides a field office meeting specification requirements and manages temporary utilities and environmental controls.
