About this opportunity
The City of Corona is soliciting competitive proposals from qualified architectural and design consultants to prepare Plans, Specifications, and Estimates for an 800-capacity music venue under RFP No. 27-011SB, with proposals due September 21, 2026 at 2:00 p.m. Consultants must comply with California Prevailing Wage Laws and maintain DIR registration for the prime consultant and all sub-consultants.
The scope is adaptive reuse and full-service architectural design of an existing ~15,000 square-foot single-story building at 152 East 6th Street into a live music venue with attached bar and restaurant. The design team will serve as lead architect across all phases — pre-design/programming, schematic design, design development, construction documents, bidding/negotiation, and construction administration — and coordinate sub-consultants in acoustics, theater/venue design, MEP engineering, structural engineering, civil engineering, and food service specialties. The target construction budget is $3 million with anticipated opening in Spring 2028.
Consultants must carry General Liability ($1 million occurrence / $2 million aggregate), Errors and Omissions ($1 million per claim / $2 million aggregate), Workers Compensation, and Automobile Liability ($1 million) coverage, with the City named as additional insured. A City of Corona Business License is required prior to contract award and throughout the term. Pre-contractual expenses are not reimbursable.
Proposals must include a separate fee proposal with hourly rates, labor hour allocations by task, and a maximum not-to-exceed total fee. Evaluation weighting: firm qualifications and relevant experience (25 points), technical approach and methodology (30 points), financial proposal and value (25 points), project schedule and phasing strategy (10 points), and references and past performance (10 points). The City reserves the right to negotiate with the highest-ranked consultant and proceed to subsequent ranked consultants if negotiations fail.
A non-mandatory pre-proposal meeting is scheduled for August 24, 2026 at 10:00 a.m. at the project site. Written questions are due August 27, 2026 at 2:00 p.m., with City responses due September 3, 2026. Contract award is anticipated by October 19, 2026, with City Council approval by November 4, 2026, and Notice to Proceed by November 9, 2026.
