About this opportunity

The University of North Carolina Greensboro Facilities Operations, Utilities department is requesting proposals for a comprehensive water treatment program for cooling towers on campus under RFP, with proposals due August 5, 2026 at 2:00 p.m. ET and a mandatory pre-bid site visit on July 16, 2026 at 9:00 a.m. ET at the South Chiller Plant. Failure to attend the site visit will result in proposals being deemed non-responsive, and late arrivals will not be permitted.

The scope covers chemical supplies, equipment leasing, monitoring, testing, and maintenance for seven condenser water systems, seven chilled water loops, and approximately forty hot water loops across the UNCG campus. The selected vendor must maintain two representatives within four hours of UNCG, conduct bi-weekly site visits, and be available for emergency calls within four hours. All work must comply with North Carolina State Building Code and applicable OSHA standards. Vendors must demonstrate financial stability through required certification, provide at least three customer references for similar or greater scope, and be registered with the North Carolina Secretary of State with an active eVP vendor number.

The estimated contract value does not exceed $200,000 during the three-year initial term, which begins September 1, 2026, or upon final execution, whichever is later, with options for two additional one-year renewal terms at the State's discretion. Insurance requirements include $1 million combined single limit for commercial general liability, $1 million for automobile coverage, and $1 million each occurrence/$3 million annual aggregate for professional liability.

Evaluation uses best-value procurement ranked in order of importance: Vendor Technical Approach and Water Treatment Program, Vendor Experience and Qualifications, Service Level and Response Time, Pricing, and Sustainability/Safety/Compliance. Written questions are due July 22, 2026. Vendors must submit detailed pricing for Years 1–3 and optional renewal years 4–5 on Attachment A, with electronic submission via the eVP portal and public opening at 3:00 p.m. ET on August 5.
