The City of Santa Monica Department of Transportation is requesting bids on bulk coolant supply for transit buses and fire apparatus under Invitation to Bid 12701432, with bids due September 21, 2026 at 3:00 p.m. Pacific Time.

Vendors must meet minimum qualifications: possession of a qualified engine coolant expert on staff and a minimum of five years' experience blending and distributing engine coolant to transit agencies. Proposed coolants must conform to Cummins, Detroit Diesel Corp., and Ford manufacturer specifications and demonstrate compliance with ASTM D6210, ASTM D3306, and TMC RP 329 standards via test results from a recognized laboratory.

The scope includes furnishing and delivering 6,300 gallons of fully formulated heavy-duty extended life coolant (zero-degree freeze point), 3,000 gallons of hybrid coolant (negative 34-degree freeze point), and 30 five-gallon containers of 50/50 ethylene glycol coolant. Additional deliverables are 30 delivery events, 30 used coolant pickup events, test strips (50-count bottles), and annual Level 3 laboratory testing. All pricing is quoted F.O.B. destination Santa Monica, California, with separate line-item costs for each product and service submitted through the City's e-Procurement Portal (OpenGov). Payment is made within 30 days of delivery and invoice receipt.

The contract includes renewal options for four additional one-year periods at the same price, terms, and conditions as the initial award. The City reserves the right to award based on price, references, experience, technical competence, ability to meet timelines, stability, value-added services, and quality control. Successful bidders must obtain a City of Santa Monica business license (if applicable) and provide certificates of insurance naming the City as additional insured prior to contract execution. A payment bond at 100 percent of the proposal amount is required under California Civil Code Section 9550.
