About this opportunity
The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids for the supply and delivery of culverts in High-Density Polyethylene (HDPE), Polypropylene (PP), Ductile Pipe (DW), and reinforced concrete, with bids due August 12, 2026 at 10:00 a.m. Eastern Time.
Bidders must respond to at least 90 percent of the items in the offer section to qualify for award consideration. The state reserves the right to award to one or more vendors on the basis of lowest total cost. Bid prices must be submitted in US dollars on an F.O.B. Destination basis and must include all delivery costs and charges; special charges, surcharges, fuel charges, and credit card transaction fees may not be added separately and must be built into the bid price.
The successful vendor must deliver any ordered items within five business days of order placement. Price adjustments are permitted on the contract anniversary date and annually thereafter, with upward adjustments capped at 3 percent and requiring written notice at least 30 days in advance; the state reserves the right to reject increases deemed unreasonable.
The contract term runs from approval by the Governor and Executive Council through January 31, 2031, with an optional extension of up to two additional years under the same terms, conditions, and pricing upon mutual agreement.
The successful vendor must obtain and maintain comprehensive general liability insurance of at least $1 million per occurrence and $2 million aggregate, plus workers' compensation insurance as required. Warranties must cover a minimum of one year or the manufacturer's standard warranty period, whichever is greater, including 100 percent of repair or replacement costs. The vendor must establish accounts for each state agency within three business days of order placement at no cost to the state, provide quarterly and annual usage reports including sustainability and environmental data, and maintain adequate inventory with 24-hour notification of any unavailable items.
Questions are due August 4, 2026, with state responses due August 6, 2026.
