The County requires a minimum of five references, at least three from public sector entities of comparable size and scope within the past five years. The scope encompasses architect-engineer and related services on an as-needed, task-order basis: comprehensive building assessments, design and engineering, construction drawings and specifications, cost estimates, shop drawing reviews, construction administration, testing and commissioning, and project closeout across 22 County departments and agencies. Work is authorized through written Task Orders and Notices to Proceed issued by County Project Management staff and covers maintenance and capital improvement projects including tenant office improvements, regional park facility refurbishment, building exterior repairs, ADA compliance improvements, roof system replacements, and existing building mechanical-electrical-plumbing work.

Contracts awarded will have a maximum three-year term structured as time-and-materials with hourly rates by classification title; no price increases are permitted during the contract term. The County reserves the right to make multiple awards and to negotiate fees.

Evaluation criteria weight qualifications and related experience at 40%, key personnel and proposed staffing at 17.5%, availability to perform services at 25%, SOQ organization and completeness at 15%, and degree of compliance with the County model contract at 2.5%. Respondents submitting exceptions to the County model contract receive a zero score on compliance criteria. Questions are due October 28, 2026 at 2:00 p.m. Responses must be submitted electronically via the County's eProcurement Portal.

Opportunity text

The County of Orange (County), consisting of 22 agencies and departments, delivers a broad range of services to the residents of Orange County. Services provided include public protection, public health, infrastructure maintenance, and community and social services. It is the primary responsibility of the County of Orange to enrich the community through the efficient delivery and maintenance of public works infrastructure, planning, capital improvement, and development services.

The County of Orange, County Procurement Office intends to pre-qualify firms to provide Architect-Engineer (A-E) and A-E related services Countywide for various maintenance and capital improvement projects. Through this Request for Qualifications (RFQ), the County will evaluate responding firms based on the qualifications and requirements established in this solicitation and will establish a Qualified Vendor List (QVL) consisting of firms determined to be qualified to perform the applicable A-E disciplines and services.

From the firms determined to be qualified and placed on the QVL, the County intends to select certain firms for initial contract awards, subject to approval by the Orange County Board of Supervisors, as applicable. Firms that are determined to be qualified but are not selected for an initial contract award will remain on the QVL and may be considered for future contracting opportunities during the effective period of the QVL, subject to County needs, available contracting capacity, applicable procurement requirements, and required approvals.

Placement on the QVL does not guarantee the award of a contract, task order, minimum dollar amount, or any specific volume of work. Likewise, the award of a contract does not guarantee that any particular amount of work will be assigned. The County reserves the right, at its sole discretion and in accordance with applicable County policies and procedures, to make multiple contract awards and to utilize qualified firms from the QVL as future needs arise.

Contracts awarded as a result of this RFQ process shall have a maximum term of three (3) years. At the conclusion of the applicable contract and/or QVL period, the County may issue a new solicitation to establish a new QVL and provide firms an opportunity to compete for future A-E services.
