About this opportunity

The State of Utah Division of Purchasing has issued a notice of intent to award Contract 266104 Extension to Coordinated Consulting Services without engaging in a standard competitive procurement process, with a September 17, 2026 deadline for vendors to contest the sole-source determination.

The contract extends an existing engagement for consultant services related to Continuity of Operations (COOP) Plans. The extension term is 62 days, with a proposed end date of May 1, 2027 (the original contract end was March 1, 2027). The conducting procurement unit justifies the non-competitive award on grounds that scheduling conflicts with county offices made it impractical to complete final deliverables — county regional trainings and a comprehensive wrap-up meeting for after-action items — under the original contract timeline.

The notice does not specify an estimated extension value. No renewal options are available. Any interested and qualified vendor may challenge the sole-source designation by submitting documentation demonstrating alternative sources, comparable or superior services meeting or exceeding specifications, or cost comparisons regarding transitional expenses. Respondents must certify compliance with Utah Code 63G-27 et seq., confirming they are not engaged in economic boycotts or boycotts of the State of Israel and agree to maintain such compliance throughout the contract term.

If no valid challenges are received during the public notice period, the Division of Purchasing may proceed with the award to Coordinated Consulting Services without further competition. The procurement unit has filed a Business Confidentiality Claim form under Utah's Government Records Access and Management (GRAMA) Act (Utah Code 63G-2-305 and 63G-2-309) governing disclosure of trade secrets and commercial financial information related to the contract.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
