About this opportunity
The State of Utah Division of Purchasing is publishing notice of intent to award an amendment to Contract 226392 without engaging in standard procurement, with the public notice period closing July 30, 2026. The amendment covers sole-source services from Voxware Inc for voice picking application enhancements completed during the DABS Dynamics 365 rollout in fiscal year 2023.
The original contract (226392) was procured through sole-source solicitation LD22-25 and totaled $320,400. The amendment formalizes additional work already completed and invoiced across twelve separate invoices between September 2022 and December 2022, increasing the total contract amount to $356,347.00 (a $35,946.99 increase representing 12.3 percent growth). The four statements of work include amending the outbound pick message interface, adding beep recognition of printer numbers, providing smoke test and go-live assistance during a holiday weekend, and developing Spanish dialogs.
Because the original solicitation was sole source and the amended total exceeds $50,000, public notice is required under Utah law. The justification for non-competitive award is sole-source availability — Voxware Inc is identified as the only source capable of providing these services given the existing system integration and prior work history. Interested and qualified vendors may challenge the sole-source determination during the notice period by submitting documentation demonstrating alternative sources, comparable or superior products, or cost comparisons. All responding vendors must certify compliance with Utah Code 63G-27 et seq., confirming they are not engaged in economic boycotts or boycotts of the State of Israel.
The Division has published a Business Confidentiality Claim Form (GRAMA) for vendors seeking to protect trade secrets and commercial financial information under Utah Code 63G-2-305 and 63G-2-309; claimants must submit both redacted and non-redacted versions of proposals.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
