About this opportunity
The Utah Division of Purchasing has published a Notice of Intent to Award Contract 196340 Amendment 5 without engaging in a standard procurement process, with a challenge period closing September 25, 2026. The Utah Department of Health and Human Services, Division of Integrated Healthcare, is extending an existing sole-source contract with Change Healthcare for an integrated pharmacy point-of-sale claims processing system, prior authorization tool, and drug rebate management system.
The extension adds three months to the contract term, moving the end date from October 1, 2026 to January 1, 2027, to align with the implementation timeline of a new point-of-sale system currently in design, development, and implementation phases with a planned go-live of January 1, 2027. The justification for non-competitive award rests on preventing service interruption — any lapse in claims processing would prevent pharmacies from dispensing critical medications including antibiotics, blood factors, seizure medications, psychiatric medications, and insulin, creating serious health and safety risks.
The estimated contract increase is $550,685.50. The total proposed contract amount is $14,979,314.19, representing an 89.66 percent increase from the original contract total of $7,897,644.99. The original sole-source contract was awarded under Solicitation Number RS19018SS (Contract Number 196340) with an original start date of May 2, 2019.
Change Healthcare is the incumbent vendor. The Division of Purchasing will not waive public notice; DHHS confirms it is actively engaged in standard competitive procurement for the replacement system. Vendors who believe other qualified sources exist may submit a challenge during the notice period, provided they demonstrate comparable or superior capability, competing sources, or cost comparisons. Challengers must certify non-participation in economic boycotts and non-engagement in boycotts of the State of Israel under Utah Code 63G-27.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
