About this opportunity

The City of Hialeah Gardens Water and Sewer Department is requesting qualifications to establish a pre-qualified pool of professional engineering firms for continuing services on an as-needed basis under the Consultants' Competitive Negotiation Act (Florida Statutes Section 287.055), with statements of qualifications due August 10, 2026 at 4:00 PM. Firms must hold a current Certificate of Authorization from the Florida Board of Professional Engineers — the central eligibility filter.

Selected firms will be assigned work orders or task authorizations on an as-needed basis with no guaranteed minimum volume. Scope includes water distribution design, water main replacement, system modeling, and hydraulic analysis; wastewater collection design, lift station rehabilitation, sewer modeling, and capacity assessment; utility planning including master planning and capital improvement plans; engineering design including preliminary engineering reports, construction drawings, and technical specifications; regulatory compliance and permitting under FDEP and Miami-Dade County DERM requirements; and construction phase services including administration, shop drawing review, and record drawing preparation. The RFQ also lists specialized services such as SCADA design, electrical engineering, structural engineering, and emergency response.

The initial agreement term is three years with two optional one-year renewals, subject to City Council approval. Firms must demonstrate experience with municipal water and wastewater utilities, FDEP requirements, and Miami-Dade County agencies. Submittals require one original and five copies, including firm profile, qualifications, at least five similar projects completed within the last ten years, project team resumes, and three municipal references. Evaluation criteria total 100 points: firm qualifications (25 points), relevant municipal experience (25 points), project team qualifications (20 points), past performance and references (15 points), capacity and availability (10 points), and local knowledge and regulatory experience (5 points). Selected firms must provide certificates of insurance for Commercial General Liability, Professional Liability, Workers' Compensation, and Automobile Liability and comply with Florida E-Verify requirements.
