About this opportunity
The City of Jacksonville Beach is requesting qualifications from engineering firms to provide continuing professional engineering services for Public Works projects, with responses due August 26, 2026 at 2:00 p.m. An optional 5-point bonus applies to firms with a primary office and at least two-thirds of subconsultants located in Duval County.
The City anticipates awarding multiple contracts across three service categories: engineering and design services for construction projects not exceeding $7.5 million in estimated cost; professional services for planning or study activities resulting in reports with individual fees not exceeding $500,000; and technical advisory services for reviewing construction design plans and addressing field and engineering issues. Work is performed in Jacksonville Beach.
The initial contract term is five years, with potential month-to-month extensions if the City re-advertises. Fees will be negotiated on a project-by-project basis using the Consultants Competitive Negotiation Act, Chapter 287.055, Florida Statutes, after the competitive selection process concludes. Respondents must provide detailed labor rate schedules by personnel category, overhead rates, and proposed total compensation utilizing hourly rates and employee hours for each activity.
The evaluation committee will rank proposals on a maximum of 100 points based on firm capabilities, history, past project performance (minimum three references required), demonstrated expertise, project team qualifications, financial responsibility, and contract administration experience.
Required insurance includes Workers' Compensation, General Liability ($1,000,000 each occurrence/$1,000,000 aggregate), Business Auto Liability, Professional Liability, Pollution Liability, and Excess or Umbrella Liability ($1,000,000 each occurrence/$1,000,000 aggregate), with the City named as additional insured. Respondents must comply with Florida E-Verify requirements, public records laws, drug-free workplace certification, non-collusion and non-bankruptcy affidavits, anti-human trafficking provisions, and suspension and debarment certifications.
Questions were due August 14, 2026, with addenda issued by August 19, 2026, if necessary. Responses are limited to forty pages (or twenty pages if double-sided), submitted as one original plus three copies and one USB thumb drive in a sealed envelope.
