About this opportunity

The State of West Virginia Health and Human Resources is requesting proposals for consulting services to support the Rural Health Training Program (RHTP) under ARFP 0506 RHT2700000001, with proposals due September 3, 2026, at 10:30 a.m. EDT. Questions are due August 27, 2026, at 10:30 a.m. EDT.

The scope covers administration, project management, data infrastructure oversight, subrecipient monitoring, and federal obligations under the RHTP. All contractor employees who will work on state grounds, in state buildings, or access sensitive and confidential data—including protected health information, personally identifiable information, Social Security data, federal tax information, and payment card information—must pass background investigations at the contractor's expense. Background checks must include FBI national agency checks, local law enforcement checks covering locations where the applicant has lived, worked, or attended school within the past five years, Social Security validation, and proof of citizenship or work authorization via USCIS Form I-9. Background investigations must be favorably adjudicated before contractor employees gain access to sensitive or confidential data. Contractors may work provisionally for up to 60 days pending results if under direct on-site supervision. Background checks completed within three years of the contract effective date may be submitted for review. Re-investigations are required every three years. Intentional falsification of information or misrepresentation of criminal convictions results in disqualification and prohibition from future state employment.

The contract is classified as an Agency Master Agreement. NIGP commodity code is 80101500. Proposals must be submitted to the Kanawha Valley Building, Health and Human Resources, 300 Capitol Street, 7th Floor, Charleston, West Virginia 25301. Inquiries should be directed to Bryan D. Rosen, buyer, at (304) 558-0953 or bryan.d.rosen@wv.gov.
