About this opportunity

Weld County, Colorado is requesting proposals from Construction Manager/General Contractor firms to provide preconstruction and construction services for the Weld County Justice Center project in Greeley, with a Letter of Interest due July 14, 2026 at 2:00 p.m. MT and formal proposals due August 18, 2026 at 10:00 a.m. MT. The Justice Center comprises a new 6-story, approximately 282,000 square-foot building with 24 courtrooms and five fully built-out levels plus one conditioned, unfinished shell level, organized into three distinct circulation zones (secure, restricted, and public) with judges' chambers, jury assembly, detention areas, and support spaces. An adjacent 5-story parking structure covers approximately 202,000 square feet. Parking construction is anticipated to commence in November 2026; Justice Center construction in June 2027. Proposers must competitively select and secure written commitment from a precast concrete trade partner prior to Notice of Award and identify critical trade partners (structural steel, mechanical, electrical, plumbing) with commitments upon Notice of Award.

The contract follows AIA A133-2019 in two phases: preconstruction services on a cost-reimbursement basis up to a fixed fee, then construction services under a Guaranteed Maximum Price model. Proposers must submit a lump sum or not-to-exceed preconstruction fee with staffing and reimbursable expenses, a construction phase fee as a percentage of Cost of the Work, and percentages for general conditions, project insurance, bonding, and builders risk insurance.

Evaluation criteria are firm qualifications and experience (3.0 weighting), staff qualifications (2.0), location and workload capacity (1.0), safety and claims history (2.0), project approach (4.0), schedule (3.0), fee proposal (4.0), and cost model (1.0). A mandatory pre-bid conference is scheduled for July 16, 2026; technical questions are due July 30 with responses posted August 4. Interviews are anticipated August 25, with Notice of Award anticipated September 2 and contract execution September 16. RFP responses are limited to 80 pages.
