About this opportunity

The City of Orlando and Community Redevelopment Agency are soliciting sealed responses via RFP26-0408 for Construction Manager at Risk (CMAR) services for the Downtown Orlando Action Plan Projects. This procurement seeks a qualified CMAR to provide comprehensive construction management for multiple capital improvement projects with an estimated total value of $130 million, encompassing five major streetscape projects (Orange Avenue, Rosalind Avenue, Magnolia Avenue, and Church Street) and North Quarter roadway improvements, along with Livingston Corner Park development. The CMAR must be a Florida-licensed general contractor with FDOT pre-qualification in specified work classes for contracts exceeding $250,000. Key deliverables include pre-construction phase services such as cost estimates, value engineering assistance, and constructability reviews, followed by a construction phase with a guaranteed maximum price (GMP) and performance/payment bonds. The projects involve converting one-way streets to two-way traffic patterns with enhanced pedestrian and bicycle facilities, improved streetscapes, and universal streetscape standards. Evaluation criteria consist of proposer qualifications and experience (24 points), past project performance (23 points), understanding of scope and approach (30 points), CMAR fee estimate (21 points), and Veteran Business Enterprise participation (2 points), totaling 100 points. Electronic responses must be submitted by 2:00 p.m. local time on June 4, 2026; a non-mandatory pre-proposal teleconference is scheduled for May 14, 2026, at 10:00 a.m. via Microsoft Teams, with a written question deadline of May 21, 2026, at 5:00 p.m.

The CMAR fee will be a percentage of the cost of work submitted in increments of no less than 0.5 percent, with a minimum of 5 percent, and is scored on a best-value basis with the lowest fee receiving maximum points. Proposers may receive an additional two points for utilizing one or more Veteran Business Enterprise (VBE) subcontractors certified by Florida's Department of Management Services with principal places of business in the Orlando Metropolitan Statistical Area. All CMAR personnel and subcontractors must comply with the City's Living Wage Policy (minimum $15.00 per hour) and Davis-Bacon wage requirements for construction workers. The City reserves the right to implement an Owner Controlled Insurance Program (OCIP) during the construction phase. Award is subject to City Council approval for contracts exceeding $100,000, and the successful proposer must execute the contract within 15 calendar days of notice of award, with an anticipated project completion date of September 2029. Contact for this solicitation is Silvia Coste, Senior Procurement Agent, at (407) 246-2216 or silvia.coste@orlando.gov, with all solicitation documents available exclusively through the City of Orlando's e-procurement portal at https://procurement.opengov.com/portal/orlando at no cost to vendors.
