About this opportunity

The City of Bradenton is seeking a Construction Manager At Risk (CMAR) for a Water Reclamation Facility (WRF) Reject Tank project through RFQ #26-005EJ. The procurement involves constructing a 3 million gallon wastewater reject tank with associated pumps, piping, electrical, and control systems, designed to connect to the filter bypass and reuse pump basin for wet weather event management and off-specification water treatment. Proposers must be a Certified General Contractor or Certified Utility Contractor licensed in Florida, with preferred qualifications including experience managing at least one water reclamation facility project handling over 2 million gallons per day within the past decade. The evaluation will be points-based, allocating 35% to professional personnel qualifications, 25% to past performance and experience, and 40% to project approach. Key procurement dates include a non-mandatory pre-proposal meeting on October 31, 2025, a question submission deadline of November 6, 2025, and a response submission deadline of November 20, 2025, with an evaluation meeting scheduled for December 8, 2025, and presentations by short-listed proposers on December 18, 2025.

The project is partially funded by an FDEP Resiliency Grant with an expiration date of June 30, 2028, suggesting potential constraints on contractor selection and project completion timeline. While specific set-aside designations are not explicitly mentioned, the technical complexity and licensing requirements may limit potential respondents to experienced utility and general contractors with significant water infrastructure expertise. The project does not indicate incumbent vendor information or specific integration requirements with existing infrastructure. The solicitation documents do not specify a precise award value or budget range, though the scale of the 3 million gallon reject tank and associated systems suggests a substantial capital investment. Contractors will be expected to provide comprehensive pre-construction and construction phase services, demonstrating capabilities in project management, public outreach, and innovative technical solutions for municipal water reclamation infrastructure.
