About this opportunity

Sarasota County is requesting professional services for a Construction Manager at Risk (CMAR) for the Northeast Jail Addition at the downtown Sarasota Correctional Campus, with proposals due July 30, 2026. The County will initially contract for pre-construction services with the option to amend to full construction phase services upon acceptance of a Guaranteed Maximum Price proposal.

Proposers must hold a Certified General Contractor license in Florida and demonstrate CMAR experience. Preferred qualifications include completion of at least two projects exceeding $20 million within the past ten years and experience on active public campuses with restricted logistical footprints.

The project scope encompasses approximately 15,000 to 20,000 assignable square feet of multilevel correctional facility constructed within the footprint of the existing campus at the southwest corner of Main Street and East Avenue, replacing the decommissioned Central Energy Plant. Pre-construction phase services include design review with cost-reducing alternatives, coordination with the design team, market analysis for long-lead items, and submission of early or phased GMP proposals. Construction phase services, if accepted, will be turn-key delivery including general contracting and subcontracting all work components, project administration, scheduling, site and safety logistics, and quality control in compliance with local, state, and federal regulations. The County may directly purchase select project components. Design services and commissioning are subject to separate solicitations and contracts.

The project is subject to Sarasota County's sustainability and green building resolutions, Florida Model Jail Standards, and Florida Corrections Accreditation Commission standards. Insurance requirements include Workers' Compensation, Commercial General Liability of $1 million per occurrence / $2 million aggregate, Business Automobile Liability of $1 million combined single limit, and Umbrella/Excess Liability of $2 million; during construction phase, the CM must maintain Builder's Risk insurance for the full Guaranteed Maximum Price plus change orders.

Evaluation criteria include ability of professional personnel, past performance and experience, approach, and workload analysis. The County will conduct presentations with a minimum of three highest-scoring proposers and rank short-listed proposers on written proposals, clarifications, and presentation performance. Proposals submit through OpenGov Procurement.
