About this opportunity

The City of Buckeye, Arizona is requesting qualifications for a Construction Manager at Risk (CMAR) to deliver preconstruction and construction services for the North Library and Community Center project, with submittals due October 6, 2026 at 3:00 PM through the City's Procurement Portal. The selection process is qualifications-based; the City plans to create a final list of three to five contractors for negotiation.

The project scope comprises a 10,000 square-foot library facility combined with a 3,000 square-foot recreation and community center on approximately 2.5 acres of an 8-acre site located at the southeast corner of Beardsley Parkway and Canyon Springs Boulevard in Sun City Festival. The library will serve as the City's third library and fourth community center. Preconstruction services include cost estimating, value analysis, value engineering, constructability reviews, detailed cost estimates, and development of the guaranteed maximum price (GMP). The CMAR will transition to a GMP contract for the construction phase, assuming risk through one or more construction contracts and responsibility for means and methods.

The estimated construction budget ranges from $11 million to $12 million, with the final figure still being determined with the architect. Compensation during preconstruction is on an hourly basis with a stipulated not-to-exceed total fee; construction phase compensation transitions to the GMP structure.

The CMAR must hold appropriate Arizona contractor licenses compliant with Arizona Revised Statute 34-601 et seq. regarding qualifications-based subcontractor selection and demonstrate bonding capacity from an A or better surety company if selected as a finalist. Evaluation criteria are project experience and qualifications (30 points), key personnel experience (30 points), and understanding of the project and approach (40 points).

The pre-submittal meeting is scheduled for September 15, 2026 at 2:00 PM via Microsoft Teams. Questions are due September 30, 2026 at 3:00 PM. Amendment No. 1, issued September 23, 2026, clarifies that existing Church Office and Fire Medical Authority Station No. 329 buildings will be removed by the Church by September 2027; design completion is targeted for September 2027. Contractors must acknowledge receipt of Amendment No. 1 with their SOQ submission. Travis Stewart, Sr. Contracts Administrator, is the point of contact.
