About this file

This solicitation amendment is issued by the City of Buckeye, Arizona, for a Construction Manager at Risk (CMAR) position for the North Library and Community Center project. The City seeks a qualified contractor to serve as CMAR for the design and construction phases of this municipal facility. The Statement of Qualifications (SOQ) submission deadline is October 6, 2026, at 3:00 PM local time, with the last day for contractor questions set for September 30, 2026. The amendment, issued on September 23, 2026, clarifies project conditions and logistics affecting the scope of work. Key project considerations include the presence of existing Church Office and Fire Medical Authority Station No. 329 buildings on the library site, which the Church will be responsible for removing by September 2027. Design completion is targeted for September 2027, with utility coordination involving two transformers on site allocated between the Church and library facilities. Contractors must acknowledge receipt and acceptance of Amendment No. 1 by submitting a signed acknowledgement with their SOQ. Travis Stewart, Sr. Contracts Administrator, serves as the point of contact for this procurement.

The estimated construction budget ranges from $11 to $12 million, though this figure is still being finalized with the architect. The CMAR will have access to the Church's utility drawings and full access to dry utilities and communications, with the Church bringing utilities to the pad. No finalized library layout has been established; the design will be developed based on community feedback from a public survey closing September 25, 2026, and input from an open house that presented multiple potential spatial configurations. The solicitation includes specific page limits for individual SOQ sections, with information exceeding designated limits deemed non-responsive. No information regarding set-asides, incumbent contractors, or specific funding sources is provided in this amendment document.

NOTICE TO CONTRACTORS:

This Amendment forms a part of the Contract and clarifies, corrects, or modifies the original Request for Qualifications (RFQ) documents prepared by the City of Buckeye.

The balance of the specifications and instructions remain the same. Contractor must acknowledge receipt and acceptance of this Amendment by returning the attached Solicitation Amendment Acknowledgement Page with the SOQ.

QUESTIONS FROM CONTRACTORS:

Q1. Can we see the options given to the community at the open house or the one the community is leaning towards?

A1. During the open house, the City did not present a specific library layout. Richärd & Kennedy Architects provided several potential spaces, including an adult area, children’s play area, meeting rooms, community center, and learning center, etc. The purpose of the exercise was to give the public an opportunity to move the different spaces around and provide feedback on how they would like the library to be organized and function. Currently, there is no finalized layout or preferred option. The layout will be developed based on the feedback received through the public survey, which closes on September 25, 2026, and as we move into the design phase.

Q2. Upon visiting the site, we noticed that there are existing buildings for the Church Office and Fire Medical Authority Station No. 329 located on the new library footprint. Will these exist at the start of construction, or will the CMAR be responsible for coordination of the relocation?

A2. The Church will be responsible for removing the buildings.

Q3. What is the anticipated completion date of the Church?

A3. The Church is scheduled for completion by September of 2027.

Q4. Is there a construction budget?

A4. The budget is still being worked on with the architect, but we are estimating around 11 to 12 million dollars for the construction budget.

Q5. Will there be access to the Church for utilities?

A5. There will be full access to dry utilities/communications. The Church will be bringing the utilities to the pad and there will be access to their drawings, etc.

Q6. What is the anticipated completion date for design?

A6. Right now, the City is targeting September 2027 for the completion of design.

Q7. Has there been coordination with APS regarding which transformer the City is planning on utilizing?

A7. There are two transformers on site. One is on the north side and then the other one is on the southwest corner. APS confirmed that each transformer will not be able to handle the combined load for the library and Church. The City is anticipating the Church will be utilizing the transformer on the north side and the library will be utilizing the transformer on the southwest corner.

Q8. Is there an overall page limit for the SOQs?

A8. Page limit is determined by individual sections and individual components of each section. Information over the specified limits will not be considered.
