About this opportunity

Collier County Board of County Commissioners has issued a Construction Manager at Risk (CMAR) Request for Professional Services (RPS) Solicitation No. 25-8405 for the Immokalee Government Center Master Plan project. The procurement seeks a qualified Construction Manager to replace the existing 15,000 square foot government facility originally constructed in 1967, which currently houses various county services including EMS, Clerk of Courts, Supervisor of Elections, and Veterans Affairs. The new facility will be a state-of-the-art replacement featuring improved technological equipment, LED lighting, a new mechanical water chilling system, enhanced floor plan layout, parking lot improvements, landscaping, and site lighting upgrades. The evaluation process will score proposals across six criteria: Ability of Professional Personnel (25 points), Certified Minority Business Enterprise (5 points), Past Performance (25 points), Location and Project Approach (25 points), Recent and Projected Workloads (10 points), and Financial Strength (10 points). A pre-proposal conference is scheduled for September 24, 2025, at 10:00 AM EST, with proposals due on October 14, 2025, at 3:00 PM EST. The contract will be an open-book arrangement where all savings, including unused Owner's Allowance, will be returned to the county.

The solicitation encourages participation from local businesses and includes provisions for minority business enterprise certification. Vendors must be enrolled in the E-Verify program and comply with immigration employment eligibility requirements. Local vendors can qualify for preference by demonstrating a physical business address within Collier County and possessing a current local Business Tax Receipt. Insurance requirements are comprehensive, including Workers' Compensation, Commercial General Liability, Professional Liability, and Performance and Payment Bonds for projects exceeding $200,000. While a specific award value is not explicitly stated, the project involves replacing a 15,000 square foot facility with significant technological and infrastructure improvements. Vendors must submit detailed documentation including a Vendor Declaration Statement, Conflict of Interest Certification, and Immigration Certification. The county reserves the right to negotiate with the top-ranked firm and may proceed to the second-ranked firm if initial negotiations are unsuccessful.
