About this opportunity

Orange County Public Works (California) is requesting proposals for Construction Manager at Risk (CMAR) services for the Fountain Valley Library Remodel project, with proposals due October 27, 2026 at 2:00 p.m., and a mandatory pre-submittal meeting and site visit on October 6, 2026 at 8:00 a.m. An Orange County Local Small Business (OCLSB) preference of 5% applies to certified respondents, with an 8% preference for businesses certified as both OCLSB and Disabled Veteran Business Enterprise (DVBE); a minimum 3% subcontracting commitment to certified OCLSB enterprises is required.

Respondents must hold a valid California Class B General Building Contractor License and demonstrate successful delivery of three comparable CMAR projects. The scope includes pre-construction services—design review, cost estimating, project planning, Critical Path Method scheduling, constructability and biddability reviews, value engineering, and major subcontractor and supplier selection—followed by optional construction phase services. The anticipated construction budget is $8 million. The County will negotiate a Guaranteed Maximum Price (GMP) for pre-construction services; construction GMP negotiation is optional and contingent on County approval. Bonding capacity of at least $8 million is required, along with comprehensive insurance (Commercial General Liability $1 million per occurrence / $2 million aggregate, Professional Liability $2 million per claim or occurrence) with the County named as additional insured. Performance and Payment Bonds, each at 100% of construction contract value, are mandated and subject to approval by County Counsel and the Risk Manager.

Evaluation occurs in three phases: written response scoring up to 500 points (qualifications and experience 125 points, work plan and project approach 125 points, staffing and organization 125 points, financial condition and safety record 75 points, proposal organization 30 points); presentations/interviews worth up to 400 points; and cost proposals worth 100 points. Interviews with highest-ranked respondents are tentatively scheduled for December 15, 2026. Questions are due October 16, 2026 at 2:00 p.m. Respondents must submit proposals electronically via the County's eProcurement Portal; facsimile and email submissions are not accepted. Respondents must maintain response validity for at least 365 calendar days. Liquidated damages of $1,000 per day apply for delays beyond contract time. All contractors and subcontractors must comply with California Labor Code prevailing wage requirements and skilled and trained workforce provisions.
