About this opportunity
County of Orange, California is requesting proposals for construction management services for a new Emergency Operation Center at 1382 Bell Avenue in Tustin, with proposals due July 30, 2026 at 10:00 a.m. and a mandatory pre-submittal meeting and site visit on July 15, 2026 at 10:00 a.m. A 3% local small business enterprise (OCLSB) or disabled veteran business enterprise (DVBE) subcontracting requirement applies to the total contract value; DVBE preference does not apply to this public works project.
The scope encompasses construction management oversight of a new parking structure, site reconfiguration, and expansion and renovation of the existing facility to accommodate Emergency Operation Center operations. Respondents must demonstrate a minimum of ten years of consecutive construction management experience, the ability to provide all required third-party testing and inspections, and documented experience with similar technology projects for at least three public agencies.
Evaluation occurs in two phases. Phase 1 scoring (500 points maximum) covers firm background and qualifications (175 points), key personnel and staffing (150 points), quality and effectiveness of work plan and project approach (125 points), organization and completeness of response (25 points), and compliance with the County Model Contract (25 points). Phase 2 presentations and interviews (500 points maximum) are at the County's discretion; tentative interview dates are September 1, 2026. Cost proposals are submitted at interview time in a sealed envelope and do not count toward Phase 1 scoring. The County reserves the right to negotiate fees and contract terms, defer award for up to 180 days, reject any response, request best and final offers, or cancel the solicitation. Responses must remain valid for 365 calendar days from the closing date. Questions are due July 24, 2026 at 2:00 p.m. Respondents must provide five references, including at least three from public sector entities comparable to the County of Orange, from work performed within the past five years.
