The contractor must coordinate with multiple utility providers including Southern California Edison, Verizon, AT&T, Spectrum, Los Angeles County Sanitation Districts (LACSD), and others; maintain traffic control per California Department of Transportation standards; provide sewer bypass plans; and manage dewatering operations. Construction work hours are restricted to 7:00 a.m. to 4:00 p.m. on weekdays, with traffic speed limits reduced to 25 miles per hour on Cherry Avenue and 30 miles per hour on Anaheim Street during construction. The contractor must notify Long Beach Transit 72 hours prior to work commencement for bus stop relocation and contact the City's Traffic Operations Division 48 hours before work start. All work must comply with NPDES permits, environmental requirements, LBUD Standard Specifications and Drawings, LACSD Standard Specifications, City of Long Beach Pedestrian Access During Construction Projects Standards, and ADA accessibility requirements. Design plans were approved September 15, 2026 by the Long Beach Public Utilities Department's Senior Director of Engineering.
