About this opportunity
The City of Pensacola is requesting proposals for construction inspection services for natural gas pipeline replacement totaling approximately 14.7 miles under the Natural Gas Distribution Infrastructure & Safety Modernization (NGDISM) Grant Program, with proposals due September 29, 2026 at 2:30 p.m. local time. Operator Qualifications (OQ) certifications meeting 49 CFR Part 192 Subpart N and 49 CFR Part 195 Subpart G are mandatory for all inspection personnel — a hard eligibility filter.
The two projects (Greenhut Court and Peachtree Park) involve replacement of existing gas main with polyethylene pipe ranging 2 to 10 inches in diameter, operating at 58 PSIG with maximum allowable operating pressure of 60 PSIG, plus customer service lines and meter sets. Inspection personnel must demonstrate minimum five years of natural gas experience, knowledge of Pensacola Energy Operations & Maintenance procedures, 49 CFR Part 192, and Florida Public Service Commission Chapter 25-12 requirements. On-site inspection services are dedicated to both project sites.
The period of performance extends from Notice to Proceed (anticipated October 2026) through April 3, 2030. Proposals will be evaluated on four criteria totaling 100 points: experience and past performance (30 points), personnel qualifications and staffing (25 points), workload capacity and readiness (20 points), and cost proposal (25 points). Cost proposals must include hourly labor rates by personnel classification with all overhead and profit embedded; travel costs cannot be billed separately but must be incorporated into hourly rates. Annual wage and salary adjustments are permitted based on Bureau of Labor Statistics CPI-W data for the U.S. South Region for June prior to contract signing.
The project is federally funded by the Pipeline and Hazardous Materials Safety Administration (Award No. 693JK32540107NGDI) and requires compliance with federal wage requirements (Davis-Bacon), E-Verify, debarment certification, drug-free workplace certification, equal employment opportunity provisions, and Copeland Anti-Kickback Act compliance. Contractors must maintain Workers' Compensation, Commercial General Liability ($1 million per occurrence), Professional Liability ($1 million per occurrence/$2 million aggregate), and Umbrella Liability coverage with the City listed as additional insured. Questions are due September 18, 2026 at 10:00 a.m. local time. RFP opening is scheduled for September 30, 2026 at 10:00 a.m. Central time via Microsoft Teams. Proposals must be submitted in hardcopy and electronic format to City Hall, 222 West Main Street, Pensacola, Florida 32502, or through Open Bids or Central Bidding.
