About this opportunity
The County of Essex Department of Public Works is requesting proposals from qualified New Jersey registered consulting engineering firms for Construction Engineering and Inspection Services for traffic signal and roadway improvements at ten signalized intersections on Bloomfield Avenue and Ridgewood Avenue in Bloomfield and Glen Ridge, with proposals due September 11, 2026 at 11:00 AM.
Proposing firms must be NJDOT-approved consultants for construction inspection services and maintain Professional Liability Insurance of $1 million. No proposers' conference is scheduled.
The scope spans the bidding phase through construction completion and final project closeout. Work includes installation of modern traffic signals with LED lenses (requiring 90% less energy than incandescent signals), pedestrian countdown signal heads, audible push buttons for visually impaired pedestrians, battery backups to operate signals for at least six hours without power, GPS clocks for traffic signal coordination, ADA-compliant curb ramps with detectable warning surfaces, high-visibility crosswalks, regulatory and warning signs, and milling and resurfacing of intersections. No additional right-of-way acquisition is required; sidewalks, curbs, and pavement replacement will occur only where necessitated by new signal construction.
The performance period runs from award date through NJDOT and FHWA acceptance of project closeout, anticipated at fourteen months plus two months for closeout activities. The contract will be awarded to the highest-rated quality-based firm. Costs must be submitted in a separate sealed envelope using a man/hour salary tabulation form with hourly rates for positions including Chief Technician, Project Manager, Project Engineer, Engineer, CAD Drafters, Typist, Resident Engineer, Surveyor/Inspector, and multiple Field Inspectors. Overhead costs are at an NJDOT pre-approved rate, and a fixed fee is calculated per NJDOT Procedure Manual Section 19.3-12. Required direct expenses include photography and material testing for concrete, asphalt, and roadway resurfacing materials. The contract will be either fixed-fee or time-and-materials not-to-exceed basis, funded through the Federal Highway Administration and administered by NJDOT and North Jersey Transportation Planning Authority. Submissions require one original and two copies delivered to the Office of Purchasing, Hall of Records, Room 335, Newark, New Jersey.
