About this opportunity

The City of Orlando is requesting Qualification Statements from professional engineering consultants registered in Florida to provide Construction, Engineering, and Inspection services for The Canopy Project, a 10-acre urban park development beneath the I-4 corridor in Downtown Orlando, with statements due July 30, 2026 at 2:00 p.m. (RQS26-0500).

Consultants must be registered in Florida under Section 471.023 of the Florida Statutes and hold FDOT Certification in Work Group 10 (Construction Engineering Inspection) — mandatory qualifications that filter eligibility. All respondents and subcontractors must comply with the City's Living Wage policy, paying employees no less than $15.00 per hour for straight time.

The Canopy Project emphasizes six design principles — Connection, Safety, Community, Greenery, Mobility, and Artistic Immersion — incorporating transportation networks, green spaces, pedestrian and cycling pathways, cultural gathering areas, and artistic installations while maintaining I-4 structural integrity. The consultant must field a CEI Senior Project Engineer holding a civil engineering degree and Florida Professional Engineer registration with a minimum of six years of engineering experience, supported by technical staff in specified specializations. The consultant is responsible for providing office automation equipment, sampling supplies, report forms, office and field space, vehicles with company identification, specialized field equipment, and materials testing supplies.

The initial contract term is 18 months for construction activities plus an anticipated two-month close-out period for approximately 20 months total. Compensation is based on specific approved hourly rates with estimated man-hours, with a maximum salary multiplier rate of 3.00 without the City's Chief Financial Officer approval. The City reserves the right to negotiate compensation.

A pre-conference meeting is scheduled for July 9, 2026 at 10:00 a.m. Questions are due July 21, 2026 at 5:00 p.m. The qualification statement opening will be held virtually on July 30 at 2:00 p.m. Respondents must submit evidence of current Florida registration, professional liability insurance, scrutinized-company and foreign-country-of-concern certifications, and a Human Trafficking Affidavit.
