About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Army National Guard, is requesting quotes for elevator preventive and corrective maintenance services across all WVARNG facilities statewide under CRFQ ADJ27_03, with quotes due August 27, 2026, at 1:30 p.m. EST and a mandatory pre-bid meeting on July 29, 2026, at 10:00 a.m. EST at 1707 Coonskin Drive, Charleston, West Virginia.

The scope encompasses monthly preventive maintenance (inspections, testing, system restarts) and emergency corrective maintenance available 24 hours per day, seven days per week, across multiple locations with primary invoice and payment routing through the Adjutant General's Office in Charleston and service delivery at Camp Dawson Army Training Site in Kingwood. Vendor qualifications include two or more years of successful elevator maintenance experience on similar equipment within the past five years, West Virginia electrician and contractor licenses, NEIEP certification or equivalent, and manufacturer authorization for warranty work.

The maximum total contract value is $500,000 across all initial term payments, renewal terms, delivery orders, and change orders. Pricing comprises three components: a fixed monthly preventive maintenance fee per elevator, an hourly labor rate for corrective maintenance, and a parts multiplier (cost-plus markup) for replacement parts. Parts exceeding $5,000 require pre-approval. All labor and parts for preventive maintenance are included in the monthly charge; corrective maintenance parts are billed at vendor cost multiplied by the submitted multiplier. The contractor must maintain a minimum 80% passing rate for elevator inspections during any annual period and provide 12-month warranties on all labor. Payment is made in arrears by phone, check, or electronic funds transfer.

Vendors must conduct field verification of equipment at each building during the two-week period following the pre-bid meeting. Technical questions are due August 17, 2026, at 11:00 a.m. EST. Contact: David H. Pauline, Buyer, West Virginia Department of Administration Purchasing Division, 304-558-0067 or david.h.pauline@wv.gov.
