About this opportunity

The City of Pasadena Public Works Department is issuing a Request for Information on Construction and Demolition waste diversion tracking and reporting services, with responses due August 5, 2026 at 3:00 p.m. This is an RFI only—no contract award will result; responses will inform a future formal competitive solicitation. The City's municipal ordinance requires covered projects to divert a minimum of 75% of C&D materials from landfills, and the City seeks to replace its current PasadenaWasteTracking.com portal (hosted by Green Halo Systems) with a cloud-based system that automates permittee uploads and enables staff monitoring and tracking.

Respondents must demonstrate capability across a detailed functional scope: paperless operations; debris ticket uploads; customizable diversion parameters; waste management plan approval workflows; real-time diversion rate tracking; mobile app functionality; API connectivity with Tyler's Enterprise Permitting & Licensing software; dedicated City-branded portal domains; secure data hosting with redundancy and recovery within one business day; and comprehensive reporting and export capabilities. The system must support both permittees and City staff workflows.

Respondents must provide pricing structures (phased, monthly, or annual); confirm software development origin; detail company experience with government agencies and existing contracts with other California municipalities; and demonstrate willingness to participate in a future formal competitive solicitation. Two insurance requirements apply: Cyber Liability Insurance with minimum $2 million per occurrence and $2 million aggregate coverage, and Technology Professional Liability Errors & Omissions Insurance with $2 million per occurrence coverage. Technical support and training at no additional cost during standard business hours are mandatory. Responses must be submitted electronically through the City's eProcurement Portal. Questions are due July 30, 2026 at 5:00 p.m.

Opportunity text

The City of Pasadena's Construction and Demolition (C & D) debris recycling ordinance requires covered projects to divert from the landfill a minimum of 75% of materials generated for discard by building permits and City Capital Improvement projects. The City currently uses the PasadenaWasteTracking.com portal hosted by Green Halo Systems for waste diversion tracking and reporting services. The City of Pasadena is seeking to enter into an agreement for online C & D debris waste tracking services to provide an automated tool that will allow permittees of covered projects to upload and report records, and will allow staff to review, monitor and track C & D waste diversion.
