About this file

This is a Request for Information (RFI) issued by the City of Pasadena Public Works Department, Engineering Division, for Construction and Demolition (C&D) Waste Diversion Tracking and Reporting Services. The City seeks to procure a cloud-based portal and configurable waste diversion tracking system to replace its current PasadenaWasteTracking.com portal hosted by Green Halo Systems. The system must enable permittees of covered projects to upload and report records while allowing City staff to review, monitor, and track C&D waste diversion to meet the municipal ordinance requirement of diverting a minimum of 75% of materials from landfills. The RFI was released on July 16, 2026, with a question submission deadline of July 30, 2026, at 5:00 p.m., and a proposal submission deadline of August 5, 2026, at 3:00 p.m. No contract will be awarded as a result of this RFI; rather, the information gathered will inform a future formal competitive solicitation. Responses must be submitted electronically through the City's eProcurement Portal.

The RFI requires respondents to provide information regarding company experience with government agencies, pricing structures (phased, monthly, or annual), software development origins, and system capabilities across numerous functional requirements including paperless operations, debris ticket uploads, customizable diversion parameters, waste management plan approval workflows, real-time diversion rate tracking, mobile app functionality, API connectivity with Tyler's Enterprise Permitting & Licensing software, dedicated City-branded portal domains, secure data hosting with redundancy and recovery within one business day, and comprehensive reporting and export capabilities. Respondents must also confirm the ability to provide Cyber Liability Insurance with minimum coverage of $2 million per occurrence and $2 million aggregate, as well as Technology Professional Liability Errors & Omissions Insurance with $2 million per occurrence coverage. Technical support and training at no additional cost during standard business hours are mandatory requirements. The City seeks to understand vendor experience with governmental procurement processes and willingness to respond to future formal competitive solicitations, as well as existing contracts with other California municipalities.

Introduction

Summary

The City of Pasadena's Construction and Demolition (C&D) debris recycling ordinance requires covered projects to divert from the landfill a minimum of 75% of materials generated for discard by building permits and City Capital Improvement projects. The City currently uses the PasadenaWasteTracking.com portal hosted by Green Halo Systems for waste diversion tracking and reporting services. The City of

Pasadena is seeking to enter into an agreement for online C&D debris waste tracking services to provide an automated tool that will allow permittees of covered projects to upload and report records, and will allow staff to review, monitor and track C&D waste diversion.
