About this opportunity

Stafford County, Virginia is requesting bids on construction aggregate stone materials for delivery to County facilities on an as-needed basis under IFB 26103-Revised (Lot 1 - Stone), with bids due September 22, 2026 at 2:00 p.m. This is a rebid of the original IFB 26103. Questions are due September 16, 2026 at 2:00 p.m., and bid opening is scheduled for September 17, 2026 at 2:15 p.m.

All stone materials must conform to the most recent VDOT Road and Bridge Specifications and be sourced from VDOT-approved vendors — the controlling qualification requirement. Delivery sites span water treatment facilities, parks, wastewater treatment facilities, and other municipal locations throughout Stafford County and surrounding areas. The contractor must provide next-business-day delivery during normal business hours (8:00 a.m. to 4:30 p.m., Monday through Friday), tailgate spreading when requested at no additional charge, and cleanup of spills incidental to delivery. Bidders must submit pricing for both delivered and pickup options in Attachment A; award will be determined based on delivered pricing.

The initial contract term is one year with four optional one-year renewal options. Award will be made to the lowest responsive and responsible bidder. The County reserves the right to negotiate with the apparent low bidder if the bid exceeds available funds and may implement price increases at renewal periods not to exceed the lesser of the Producer Price Index for nonmetallic mineral products (seasonally adjusted) or three percent.

Contractors must obtain comprehensive general liability insurance ($1 million per occurrence, $2 million aggregate), automobile liability insurance ($2 million combined single limit), and workers' compensation insurance before commencing work, with the Stafford County Board of Supervisors named as additional insured. Contract performance is contingent upon appropriation of funds by the Board of Supervisors. The County retains the right to terminate for convenience or renegotiate pricing downward at any time during the contract term. Recommended submittals include reference lists, safety violation certifications, SWaM vendor data forms, State Corporation Commission registration, and ICT accessibility certifications.
