About this opportunity

The City of Portland, Oregon Procurement Services is requesting proposals for Job Order Contract (JOC) Program Development and Implementation, with proposals due July 30, 2026 at 4:00 p.m. Pacific Time through the City's Online Procurement Center (BuySpeed).

Minimum qualifications require five years of proven expertise in creating and implementing construction JOC programs with experience across no fewer than five clients similar to the City of Portland in major metropolitan areas, each performing a minimum of $20 million in annual construction via JOC Task Orders. At least one Lead Team Member must have five years of proven expertise and experience with no fewer than three similar clients within the past five years.

The scope encompasses development of a Unit Price Book organized by standard construction specifications or Construction Specifications Institute format with annual updates reflecting local prevailing wage requirements; comprehensive training for contractors and City personnel on JOC execution and procedures; development of JOC solicitation documents; and ongoing technical support for contractor proposals and software applications. The UPB must be available in a user-friendly, searchable electronic format with unlimited user installations. The program will serve all City bureaus for work at City-owned facilities, City-leased facilities, and City infrastructure projects. All work products and deliverables become the property of the City.

The City expects approximately $0 to $100 million-plus in annual construction work appropriate for the JOC Program over the next five years. Proposers must submit a tiered fee structure based on dollar thresholds. The initial contract term is three years from the Effective Date, with two one-year renewal options at the City's sole discretion. The contract is structured as not-to-exceed with compensation based on services rendered. Required insurance includes $2 million commercial general liability, $1 million professional liability, and workers' compensation.

Evaluation occurs in phases: Phase 1 consists of written scoring on project team (20 points), proposer capabilities (10 points), project approach and understanding (25 points), proposed fee structure (25 points), and corporate responsibility (20 points). Subsequent phases may include oral interviews, demonstrations, or presentations at the City's discretion. Proposals are limited to 10 pages. Questions are due at least seven calendar days before the proposal deadline to Valentine Hellman Sr., Procurement Specialist.
