About this file
This Addendum Number 1 modifies the Request for Proposal issued by the City of Portland, Oregon Procurement Services for Job Order Contract (JOC) Program Development and Implementation (RFP Number Doc2286313374). The addendum makes four specific changes to the original RFP: it restructures the proposal response format to separate Submission Instructions into Section 6 and Required Proposal Components into Section 7; removes reference to "BuySpeed" from the proposal submission instructions; increases the proposal page limit from 10 pages to 15 pages; and requires Corporate Responsibility information to be submitted as a separate document. Proposals are due July 30, 2026, by 4:00 p.m. Pacific Time. The contract term is three years from the Effective Date with two one-year renewal options available at the City's sole discretion.
The RFP seeks qualified firms to develop and implement a comprehensive JOC program including a Unit Price Book organized by construction specifications in searchable electronic format, training for contractors and City personnel, development of JOC solicitation documents, and ongoing technical support. Proposers must meet minimum qualifications of five years of proven expertise implementing construction JOC programs with at least five similar clients in major metropolitan areas, each performing minimum $20 million annually in construction via JOC Task Orders. The City anticipates $0 to $100 million-plus in annual construction work over five years. Required insurance includes $2 million commercial general liability, $1 million professional liability, and workers' compensation. Proposers must submit a tiered fee structure based on dollar thresholds. Evaluation criteria include project team (20 points), proposer capabilities (10 points), project approach and understanding (25 points), proposed fee structure (25 points), and corporate responsibility (20 points). All work products and deliverables become property of the City. Inquiries should be directed to Valentine Hellman, Procurement Specialist, at valentine.hellman@portlandoregon.gov.
