About this opportunity

The Indianapolis Airport Authority is requesting qualifications for construction inspection and materials testing services for the Construct Airfield Maintenance Building project at Eagle Creek Airpark, with Statements of Qualifications due August 11, 2026 at 3:00 PM ET and a pre-SOQ meeting scheduled for July 28, 2026 at 10:00 AM ET.

The scope encompasses daily field reports, daily quantity reports, weekly summary field reports, quality assurance materials testing reports, and monthly quantity summary reports for demolition and reconstruction of the existing airfield maintenance building at the same location. Respondents must demonstrate organizational structure, project management team qualifications, recent similar experience, and workforce development and economic development initiatives. Lead inspector qualifications and testing lead qualifications are central evaluation drivers.

The contract term will be dictated by project scoping during the award phase. The professional services contract will be funded using IAA capital funds and AIP grant funds. A 0% Disadvantaged Business Enterprise participation goal applies pursuant to the Interim Final Rule issued by USDOT on October 3, 2025.

Evaluation criteria assign 35 points to lead inspector qualifications, 25 points to recent similar experience, 20 points each to organizational chart and areas of responsibility and workforce development, 20 points to economic development, 15 points to project manager experience, and 15 points to testing lead qualifications. Statements of Qualifications are limited to 20 pages (excluding covers and cover letters). All SOQs must remain valid for a minimum of 180 days after the due date. Respondents must provide evidence of Worker's Compensation, bodily injury and property damage liability ($3 million to $5 million per occurrence depending on location), comprehensive automobile liability, umbrella or excess liability coverage, owner's protective liability, and professional liability insurance with $2 million limits. Questions are due July 31, 2026 at 3:00 PM ET. Contract award is anticipated in the third quarter of 2026.
